ClUrb’s H.A.R.D. strategy allows communities to deploy a digital system that streamlines information between citizens and institutions to respond and recover from crises.
The Project
ClUrb’s tool ‘H.A.R.D.’ democratizes crisis management. It allows every community or city, even the most under-resourced, to deploy a digital system that streamlines the flow of relevant information, such as location and operational status of public services, assistance requests by citizens, between citizens and institutions in order to prepare for, respond to and recover from a crisis (such as the COVID-19 pandemic) or a natural disaster (such as flooding).
They also aim to strengthen governance systems by improving the relationship and trust between citizens and institutions, through the collaborative and transparent approach of the tool. H.A.R.D. also allows scarce resources aimed towards crisis management and recovery to be better allocated due to a better understanding of the level of impact of the crisis in the different families and communities.
Their Vision for the Future
In 2030, ClUrb hopes H.A.R.D. be responsible for having improved governance systems in the community, to the point that responsibilities on responding to crises are shared according to capacities and the different dynamics of each crisis. And as a result, they hope cities will have more resources to allocate to other initiatives that benefit the community.
